PROJECT OBJECTIVES
Improve flood discharge capacity to protect transport infrastructure and residential areas along the alignment, utilizing a synchronous system of drainage works, bridges, and culverts.
Complete the National Highway 19 section from Quy Nhon Port to National Highway 1A, enhancing cargo transport capacity to and from the port.
Ensure traffic safety and mitigate traffic congestion within the Quy Nhon City – Tuy Phuoc District area.
PROJECT DETAILS
Project: National Highway 19 (Section from Quy Nhon Port to the intersection with National Highway 1A).
Work Item: Roadbed and drainage works for the section Km5+460 – Km15+441, traversing Quy Nhon City and Tuy Phuoc District, Binh Dinh Province.
Scale & Standards:
- Section Km5+460 – Km6+400: Secondary main street (compliant with TCXDVN 104:2007), design speed 60 km/h.
- Section Km6+400 – Km15+441: Grade I road (compliant with TCVN 4054:2005), design speed 120 km/h.
- Cross-section: Roadbed width ranges from 32.5m to 42m, featuring median strips, sidewalks/earthen shoulders; design loading HL93.
Main Bridge Works:
- Consists of 3 major bridges (Ha Thanh 6, Ha Thanh 7, Tuy Phuoc).
- Structural type: Precast Prestressed Reinforced Concrete (RC) Super-T girders.
- Function: Ensuring flood discharge aperture and adhering to modern technical scales.
Approved Total Investment: Approximately 1,790,320,653,000 VND funded by the State Budget.
Project Owner & Management: Binh Dinh Department of Transport (DOT); the Project Owner directly manages the project.

Approval of Design & Cost Estimates: The decision approving the Construction Drawing Design and Cost Estimates was issued on November 5, 2013.

Implementation Period: 2013–2015 (as per the decision).

Status at the time of issuance: The Construction Drawing Design and Cost Estimates for the “Roadbed and drainage works, section Km5+460 – Km15+441” item have been approved. This serves as the basis for commencing the construction phase and proceeding with subsequent procedures.
