Construction of the expressway section from Km23+500 to Km70+091, part of the Hoai Nhon – Quy Nhon section of the North-South Expressway East (2021–2025 period); designed to 120 km/h expressway standards, with a divergence phase of 4 lanes and an ultimate scale of 6 lanes.

Enhance traffic capacity on the North-South axis; connect Phu My, Phu Cat, and Tay Son Districts and An Nhon Town (Binh Dinh Province); improve traffic safety; and reduce travel time and road transport costs.

Synchronously complete and commission the North-South Expressway East; connect political and economic centers, key economic zones, and industrial parks, particularly key economic regions; gradually perfect a synchronous infrastructure system with modern works, creating high spillover effects to promote socio-economic development and ensure national defense and security; and contribute to the successful implementation of socio-economic development goals and strategies set forth by the 13th National Party Congress.

Technical Scale:

  • Grade: Class-120 Expressway; Design speed: 120 km/h.
  • Divergence phase: 4 lanes, roadbed width of 17.0 m.
  • Ultimate scale: 6 lanes, roadbed width of 32.25 m.

Structures on the Route:

  • 38 bridges: Including 33 bridges on the expressway mainline, 3 overpasses, and 2 bridges on interchange ramps/restored roads.

Interchanges:

  • 4 Interchanges: Phu My, DT.634, QL.19B, and QL.19.
  • Type: Interconnected/Partial cloverleaf interchanges, fully equipped with acceleration and deceleration lanes.

Auxiliary Systems:

  • ITS (Intelligent Transport System): Preparatory infrastructure (cable manholes, cable conduits).
  • Lighting: Lighting systems at 4 interchanges.
  • Drainage & Irrigation: Transverse and longitudinal drainage systems, interceptor ditches, and restoration of irrigation canals.

Total Package Estimate:

5,743,852,127,000 VND (VAT included) for Package 12-XL: Construction of the section Km23+500 – Km70+091 (including survey and construction drawing design).

Technical Design:

  • The consultancy contract for the survey and preparation of Technical Design for Package No. 5 was signed on August 27, 2022.

  • The Technical Design for Package 12-XL (Chainage Km23+500 – Km70+091) was approved by Project Management Unit 85 (PMU 85) under Decision No. 2696/QĐ-BQL dated December 8, 2022.

Bidding Package Cost Estimate:

  • The cost estimate for Bidding Package No. 12-XL was approved under Decision No. 54/QĐ-BQL dated January 6, 2023, with a post-tax value of 5,743,852,127,000 VND.

Current Status (according to records):

  • The Technical Design work and the approval of the Bidding Package Cost Estimate have been completed; the documentation serves as the basis for organizing the selection of construction contractors.
